 Joe B. Neighbors, SR/WA Key Personnel


Regional Manager Southeast
Joe Neighbors is Universal’s Southeast Regional Manager responsible for business development and project management for the States of Alabama, Florida, Georgia, Kentucky, North Carolina, South Carolina and Tennessee.

Joe has more than thirty-two (32) years experience in land and property acquisition and four (4) years experience in community development and governmental relations.  Prior to joining Universal, Joe was with Georgia Power Company for twenty-eight years beginning as a right of way agent.  He progressed through several managerial levels to Assistant to Vice President-Governmental and Regulatory Affairs.  In 1994, he was named Community Development Advisor for Georgia Power responsible for providing group facilitation services to area development authorities and municipal councils and economic commission.  After leaving Georgia Power, Joe provided through his own firm, J.B. Neighbors & Associates, arbitration and general mediation services in a ten county area around Athens and Atlanta and offered property acquisition consulting services to public and private utilities and to local city and county governments. 

Neighbors received a Business Administration Degree from the University of Georgia and his Law Degree from Woodrow Wilson College of Law.  He is a Senior Member of the International Right of Way Association and is a member of the State Bar of Georgia and Treasurer of the International Right of Way Education Foundation.
