Vance Tuttle is Universal’s Vice President, Southwest Region, located in Universal’s Regional Office in Phoenix, Arizona. He is responsible for Project Oversight, Client Relations, Business Development and Staff Administration.

Vance's real estate career started in 1973 with Universal, obtaining his real estate sales associate license in Oklahoma and working part-time as a real estate appraiser. After 3 years in Alabama performing ad valorem tax appraisals, Vance worked for several pipeline and power companies, acquiring right of way and settling construction damages. Returning to Tulsa in 1978 as a staff appraiser, he gained experience appraising a variety of properties for both loan and eminent domain purposes. Vance entered management in 1990, with the Appraisal Division of Universal. He has managed turnpike, highway, infrastructure, pipeline and numerous other types of projects. Recently, he was the Project manager for the acquisition of approximately 600 parcels for the Light Rail Transit project in Phoenix.

Since joining Universal Field Services in 1973, Vance has been responsible for the appraisal and appraisal management of thousands of parcels. As an acquisition manager, he has overseen the acquisition of thousands of parcels and relocations. During his career Vance has accumulated more than 17 years of management and negotiating experience in nearly all areas of right-of-way.

Vance is a licensed Real Estate Broker and a Certified General Appraiser in Arizona. He is an Accredited Senior Appraiser (ASA-Urban) with the American Society of Appraisers. He is also a member of the International Right of Way Association, Kachina Chapter 28.
